Blood Transfusion Issues with Cancer Patients at Kaiser Permanente
The Kaiser Permanente Transfusion experience of Robyn Libitsky and her mother Hillarie Levy

As usual The Office of Civil Rights did not really investigate anything.  The letter showing this is at the top of the following list and is the end of the OCR investigation.  Kaiser said they had no records and Kaiser said that they don't ask friends and family of patients to donate blood.  Kaiser said that they would never, ever discriminate against cancer patients and place them at low priority for receiving blood.  OCR claims that they can only investigate hospitals not health plans.  DMHC investigates health plans when they feel like it.

February 12, 2010 - The conclusion of the Federal Office of Civil Rights Investigation - In this OCR/HHS letter we learn that all people that were ignored and did not receive a response to their complaints should refile.  We also learn that OCR takes Kaiser's word rather than truthfully investigating matters as they did not verify the blood donations.  We also learn that Kaiser doesn't keep records of whose blood has been used in transfusions which seems as if it would be a serious and dangerous health problem - page 5.  OCR advised Mrs. Levy to contact an accreditation organization about that serious problem.
